In 1978 a grass roots effort to provide advocacy for rape victims in the Daviess County area
began. Citizens Against Rape was staffed by volunteers and manned a crisis line.  It was
funded by small fund raising campaigns until in 1982 when Rape Victim Services received
money from the Owensboro City Commission and became an autonomous program under the
Spouse Abuse Shelter.  By 1985, Rape Victim Services was funded by the United Way, the
Daviess County Fiscal Court, and the City of  Owensboro.  In 1988, when the state and federal
governments began providing funds for this agency, Rape Victim Services was declared an
independent agency.  From there, Rape Victim Services began to blossom, as it began hiring
paid staff, branched out to have an office in Henderson and Ohio Counties as well as a home
base in Owensboro.  In 2000, Rape Victim Services changed its business name to New
Beginnings Sexual Assault Support Services.  Today, New Beginnings serves a seven-county
region, has a staff of eight and is growing with each year.
